Many travellers visiting Cebu face the same question: which is better, Moalboal or Oslob? Both destinations are known for their underwater experiences, but what you’ll find there is very different.
When I was planning our Philippines itinerary, I quickly decided not to visit Oslob. While I’d love to swim with whale sharks, in Oslob they are fed to attract them close to shore so tourists can interact with them. After researching the practice, I didn’t feel comfortable supporting it. Instead, we chose Moalboal – and after spending several days there, I’m really glad we did. This article will help you decide which destination is the better fit for your trip.

Why we chose Moalboal: better snorkelling and diving



If underwater experiences are a priority, Moalboal is by far the better choice. The biggest difference between Moalboal and Oslob is not just what you’ll see, but also – and this was a key factor for us – how those underwater encounters happen.
What to expect in Oslob
Oslob became famous because visitors can almost guarantee seeing whale sharks. Local operators feed the animals close to the beach so they remain in the area. Feeding whale sharks can alter their natural behaviour, causing them to stop migrating and approach boats, which increases the risk of injury. Plus, the experience is crowded, with many swimmers and boats in the water at once (95% of visitors feel it’s overcrowded), and regulations are not always enforced to protect the endangered animals, so animals are frequently touched. Whale sharks are not used to human bacteria and can easily get infections from too much contact.
From our discussions with travellers we met during our trip who swam with whale sharks in Oslob, it’s not an experience we would recommend if you care about animal well-being, as you may not feel at ease. There are better alternatives to see whale sharks.
What to expect in Moalboal
Moalboal offers a very different experience from Oslob, with no feeding of marine life. You don’t go there to see whale sharks; it’s known for the sardine run. Just a few metres from shore at Panagsama Beach, huge schools of sardines move in swirling formations that you can snorkel straight into.
Moalboal is one of the best underwater destinations in Cebu, and it’s easy and accessible. We snorkelled and scuba dived at several sites, including Panagsama Beach, Gato Island, and areas north and south of Panagsama, and saw incredible marine life, including turtles on most outings. Except for Gato Island, which requires a short boat ride, everything can be accessed straight from the shore. This makes it easy and relatively affordable to spend several days in the water.
Is Moalboal or Oslob better as a base to explore Cebu for a few days?
Another advantage of Moalboal is how easy it is to explore the surrounding region. From Moalboal, you can visit several natural attractions within a short drive, including waterfalls and scenic countryside areas. We couldn’t try canyoning ourselves because I had recently had knee surgery, but it’s one of the most well-known adventures in the region.
Oslob, by comparison, tends to be more of a single-activity destination. Many travellers visit early in the morning to see the whale sharks and then leave the same day.
If you prefer staying somewhere for a few days and exploring the area, Moalboal is much more rewarding. The town has a relaxed atmosphere with plenty of restaurants and accommodation options for all budgets. We stayed near Panagsama Beach at D’Gecko Hotel, which made it very easy to snorkel and organise dives. After a couple of nights, we moved to the beautiful Tauig Beach Resort, a bit further away, which felt like a nice way to end our time in the Philippines.
Moalboal vs Oslob, the winner is…
No surprise here. We’d absolutely choose Moalboal again without hesitation for its natural marine life, amazing snorkelling, and more responsible, ethical experience.
Choose Moalboal if:
- You value natural wildlife encounters
- You want to see sardines, turtles, and beautiful coral reefs
- You want a base to explore Cebu over several days
- You prefer relaxed destinations with fewer crowds
Choose Oslob if:
- You want a guaranteed whale shark sighting and don’t mind contributing to a situation that harms the animals and the surrounding biodiversity
- You don’t mind overcrowded waters with people who have minimal regard for the whale sharks’ well-being
Again, I would not recommend Oslob to nature lovers like us, as its whale shark experience relies on feeding the animals and is crowded, whereas better alternatives exist.
Where are Moalboal and Oslob?
Moalboal and Oslob are both located south of Cebu Island in the Philippines, about a three to four-hour drive from Cebu City. Moalboal sits further north along the west coast. Oslob is further south on the east coast. The two towns are roughly two hours apart by road.
